Building on a previous Baker Center White Paper that estimated the costs and benefits of transition to electric drive vehicles in the US, this study investigates the effects of the timing and intensity of policies.  We also explored the effects of technological and market uncertainties on the likelihood of a successful transition and its benefits and costs. Such large-scale energy transitions pose new challenges for public policy.
