Frank Goad Clement was born on June 2, 1920 in Dickson, Tennessee. He attended Cumberland Law School and worked briefly for the Federal Bureau of Investigation before launching his political career. He was elected Governor of Tennessee in 1952. He remained in office until 1959 when he was ousted by his former aide Buford Ellington. Clement defeated Ellington in 1963 and regained office, this time serving until 1967. During his terms as governor Clement made a number of progressive changes. He created the state’s Mental Health Department and public school free textbook program. He was also the first southern governor to veto a segregation bill. Frank Clement died on November 4, 1969 in a car accident near Nashville.
