Abstract: From May 1 through July 31, 2007, thanks to generous support from the Seven Islands Foundation, the Howard H. Baker Jr. Center for Public Policy (Baker Center) conducted a two-stage study of county government as requested by the steering committee of the Knox County One Question initiative. The first stage was an overview of local government functions, structures, and processes in Knox County. This snapshot was designed to provide the basic information for citizens attending the five public meetings in May, 2007.
