Conference on the Formulation of Energy and Climate Policy:

Toward an Open and Transparent Process

This workshop will explore how a systems framework can be used to engage a broad set of stakeholders, including the American public and incorporate the best expert knowledge regarding economic, national security, environmental, social, and science & technology aspects of policy decisions and explore options that can provide public internet-access to this Decision-Making Framework.

The conference will be opened by the Honorable Howard Baker, Jr. with the Howard Baker Center (confirmed), and the Honorable Lee Hamilton, of the Woodrow Wilson Center for International Scholars (confirmed). These will be followed by keynote lectures by Carol Browner, Assistant to the President for Energy and Climate Change (invited), Nick Mabey, Founding Director and the Chief Executive of E3G (confirmed), and Eric Schmidt, CEO Google (invited). A lunch time presentation by Jon Strauss, Interim Dean of Engineering, Texas Tech University (confirmed) will conclude the morning.

The afternoon consists of two panel sessions. The first titled: “Applying a systems approach: Key elements for success and challenges for the future” will be chaired by Les Shephard, Vice President for Energy, Resources, and Non-proliferation, Sandia National Laboratories (confirmed) with panel members including: John Sterman, Director MIT Systems Dynamics Group and Professor, MIT Sloan School of Management (confirmed), Kristine Poptanich, Chief, Risk Integration and Analysis Branch, Department of Homeland Security (confirmed), Estevan Lopez, Director, NM Interstate Stream Committee (confirmed), and Lance Knobel, Independent Writer and Strategist (confirmed).

The second panel titled, “Energy and Climate policy and stakeholder domains: Goals, perspectives, and interconnections”, is chaired by Arnie Vedlitz, Professor, Director of the Institute for Science, Technology and Public Policy (confirmed), and Bob Bullock Chair in Government and Public Policy Texas A&M University, The Bush School of Government and Public Service (confirmed). Panel members will include: Bob Simon, Staff Director of the U.S. Senate Committee on Energy and Natural Resources, (confirmed), Sharon Burke, Vice President for Natural Security at The Center for a New American Security (confirmed), Anthony Janetos – Director of the Joint Global Change Research Institute (confirmed), Bracken Hendricks, Senior Fellow with the Center for American Progress (confirmed).

An afternoon keynote will feature Linda Sanford, Senior Vice President for Enterprise Transformation & Information Technology, IBM (confirmed).

The second day will be initiated by a keynote address by Tomás Diaz de la Rubia, Associate Director for Chemistry, Materials, and Life Sciences (confirmed), followed by two breakout sessions devoted to applying the concepts and approaches highlighted on day one to two specific energy and climate challenges. The breakout sessions will focus on “Secure, Low-Carbon Transportation System”, which will be lead by Bob Carling, Director of the Transportation Energy Center at Sandia National Laboratories (confirmed) and “Secure, Low-Carbon Electricity Systems”, which will be lead by Tim Anderson, University of Florida Distinguished Professor and Director of the Florida Energy Systems Consortium (confirmed)

Distillation of the breakout session conclusions into a set of recommendations to the current administration will be undertaken over lunch and through the early afternoon.
