Energy and Environment Strategic Plan

Vision: To be considered among the leading energy and environmental policy research and education organizations in the United States in five years.

  • Goal I: Develop a 5-year research agenda to address important energy and environmental issues.
    • Strategy A - Engage the Energy Policy Committee in identifying important energy and environmental issues.
    • Strategy B - Visit the leading energy and environmental research organizations (and governmental entities) in the United States, Asia, and Europe to discuss their respective research programs and identify opportunities for collaboration.
    • Strategy C - Identify individuals/programs at UT, ORNL, and TVA who might be resources for a Baker Center research program.
    • Strategy D - Identify potential sources of funding for the Baker Center research program.
    • Strategy E - Acquaint major foundations and other potential sponsors with the Baker Center and this initiative and invite their input and future support.
    • Strategy F - Develop partnerships with national and international energy and environmental organizations for Baker Center programs.
    • Strategy G - Implement a range of potential products that will make a contribution to the study and/or creation of public policy related to energy.
    • Strategy H - Create and implement a plan to disseminate research findings to a broad audience of researchers, public policy makers, and the general public.
  • Goal II: Develop an educational and outreach program of seminars, workshops and speakers on the most important energy and environmental issues.
    • Strategy A - Develop a two-year agenda of workshops and speakers on important energy and environmental topics, especially those issues identified in Goal I.
    • Strategy B - Develop an energy and environmental discussion forum involving those individuals identified in Goal I.C.
    • Strategy C - Develop and market a series of published and/or online materials based on the identified topics.
    • Strategy D - Develop educational materials on the identified topics in Strategy A.
    • Strategy E - Identify sources of funding for these outreach activities.
  • Goal III: Develop an outreach and dialogue program with Federal and state governments, non-government (NGO's), and private sector stakeholders on significant energy and environmental issues.
    • Strategy A - Visit the energy and environmental officers in regional Federal and state governments, NGOs and private sector stakeholders to discuss areas of conflict on energy issues.
    • Strategy B - Develop an annual workshop for the purpose of providing a non-confrontational 'meeting place' to discuss major issues of concern.
    • Strategy C - Develop internal and external mechanisms to serve as a resource for policy makers (input, materials and testimony).
  • Goal IV: Help Departments develop interdisciplinary courses on energy and environmental policy as part of a proposed new public policy degree program.
    • Strategy A - Meet with relevant department heads to discuss the need for linking interdisciplinary courses on energy and environmental policy for public policy degree program.
    • Strategy B - Form an interdepartmental working group from relevant departments to develop curriculum on energy and environmental policy for incorporation into plans for public policy degree program.
    • Strategy C - Identify opportunities to have the Distinguished Fellow on Energy Policy, along with other energy and environment-related partners, teach in UT classrooms.
  • Goal V: Develop partnerships with archival institutions holding relevant energy and environmental materials.
    • Strategy A - Identify and create partnerships with archival institutions holding materials related to energy and environmental policy.
  • Goal VI Develop a strategy for maximizing the effectiveness of the Distinguished Energy Fellow, and integrate the Fellow position into appropriate roles at UT, ORNL, and TVA.
    • Strategy A - Identify long-term funding possibilities for the Fellow position.
    • Strategy B - Identify a large pool of potential Fellow candidates.
    • Strategy C - Identify national and international partners for the Fellow.
