Joint Program on Presidential Policy-Making: Formatting a Bipartisan Energy and Climate Policy for America

(Washington, D.C.) On May 18th, Wilson Center Director Lee Hamilton and Baker Center founder Howard Baker hosted the Roundtable on White House Policy-Making, the first event in the Joint Program on Presidential Policy-Making: Formulating a Bipartisan Energy and ClimatePolicy for America. The Joint Program was formed to explore how to best create an open and transparent framework to assist policy-makers in understanding the trade-offs and consequences of various options with respect to energy and climate policy.
Moderated by former White House domestic and economic policy advisor Dr.
Roger B. Porter, the Roundtable brought together a group of former White House, agency and congressional leaders who analyzed the process and the art of bipartisan policy-making, based on their years of personal experience in the executive and legislative branches of government, and through historical examples. In addition to Lee Hamilton and Howard Baker, participants included: former Louisiana Senator J. Bennett Johnston, former White House Chief of staff Thomas F. "Mack” McLarty, former Commerce and Transportation Secretary Norman Mineta, former Defense Secretary William J. Perry and former Director of Technology Assessment John H. Gibbons. Together, the group represented some of the best and brightest policy makers of the late 20th century.
The second event of the joint program is an invitation-only two day conference on June 18th and 19th at the Wilson Center. The workshop will explore how "systems thinking" and "modeling approaches" can be applied to complex policy phenomenon such as energy and climate policy and the role of the Internet to create a dialogue among national policy makers, the White House and stakeholders to create the best menu of policy options to reduce America's dependence on foreign oil, while also reducing emissions.
